Finding Dory Change and Chat Hank from Bandai. Recycling Centre Gold or Garbage. I have seen these in charity shops quite often but could never work out what they do. I bought this bundled with a couple of other items at the Thornbury recycling centre for a total of £1 so this effectively cost me about 33p. Since I got home I put batteries in it and still couldn't tell what it did other than talk if you pushed the button underneat and a bright OLED flashed. Eventually I searched for a YouTube video and I find he changes colours to match his surroundings (sort of).
